The House Special Committee on Utility Restructuring has considered:           
                                                                               
HOUSE BILL NO. 183                                                            
"An Act relating to the powers and duties of the chair of the                 
Alaska Public Utilities Commission; relating to membership on the              
Alaska Public Utilities Commission; and relating to the annual                 
report of the Alaska Public Utilities Commission."                             
                                                                               
and recommends it be replaced with:                                            
                                                                               
CS FOR HOUSE BILL NO. 183(URS)                                                
"An Act relating to the powers and duties of the chair of the                 
Alaska Public Utilities Commission; relating to membership on the              
Alaska Public Utilities Commission; relating to political conduct              
by and removal of members of the Alaska Public Utilities                       
Commission; relating to the annual report of the Alaska Public                 
Utilities Commission; and providing for an effective date."
